The meeting began with the Pledge of Allegiance. Roll call was taken. Present: Mr. Westbrook, Mr. Beninati, Mr. Vitale, Mr. Rica, Mr. Lopore, and Mr. Capizzano. Absent: Mr. Rappa, Mr. Schultz, Mr. David, Mr. Tripodi, Mr. Pugliese, Mr. LoForte, Mr. Benintente, and Mr. Canderella. Mr. Michael Capizzano was sworn in as Mayors Designee.
A motion to accept the minutes, as well as pay the attorney and secretary fees was made by Mr. Beninati, 2nd by Mr. Lopore. All in favor.
COMMUNICATIONS: Mr. Beninati read a letter from Wayne Furze (an approved minor sub-division for the site of Venters florist) requested the Borough engineer approve the new bounds descriptions with the new deed being under Mr. Furze’s name. Board Member signatures are required to complete this resolution.
Another letter from the township engineer of Cranford was sent regarding the proposed sub-division of the Columbia Avenue site. The note addressed a two-acre “drainage swale” that runs near that property line. The proposed plans do not address how this swale will be maintained after the construction of the dwelling. The swale could make the side yard unusable. Also, a new water run-off problem could have an adverse effect on the neighboring properties. If any drainage problems effect the bordering township of Cranford, legal action may be taken.
RESOLUTIONS: Application #10-03, Mr. & Mrs Cintron, 14 Tulip Court, installed Air condition unit in side yard. Approved: Mr. Beninati, Mr. Westbrook, and Mr. Vitale.
Application #11-03, Mr. Hafeken, 366 Boulevard, Air condition unit in side yard. Approved: Mr. Beninati, Mr. Westbrook, Mr. Vitale, and Mr. Lopore.
Application #232-1 (revision), Blue Blade Steel, 123 N. 8th Street, for an addition. Approved: Mr. Beninati, Mr. Westbrook, Mr. Vitale, and Mr. Lopore
NEW BUSINESS: Application #277 & #12-03, F & R Grinding, 618 N. Michigan Avenue, for a site plan & variance. Their attorney, Mr. Santola, requested the application be carried to the next meeting in order to re-submit plans to comply with Mr. Diskos’ comments.
Application #03-003, Madden properties, Columbia Avenue, Block 96, Lots 1 & 2, Subdivision into 2 conforming lots. The attorney for Madden properties requested this application be carried to the November 20 meeting, so that the architect and our Borough engineer (and the engineer from the township of Cranford) could address the water issue.
Mr. Disko has three copies of the Furze deeds to be signed by the chairman and the secretary at this meeting.
The recent Dunkin Donuts resolution, with an improved water run off change, can be granted a permanent certificate of occupancy. The original plan included landscaping in the back of the property, which is now paved with the water channeled. This change requires approval from the Board. All in favor. Also, Mr. Disko noted the location of the Dunkin donut sign is approved.
Mr. Curtis Dick, 133 N. 24th Street, inquired about his neighbors’ fence encroaching on his property. Mr. Johnstone, Board Attorney, addressed this question. He suggested Mr. Dick go to the official who gave him the permit for his proposed fence to discuss and resolve this matter, or Mr.Dick could file a claim against his neighbor with the Municipal court. Mr. Dick will to contact the mayor to see how to handle this matter.
Our sympathy goes out to Mr. & Mrs. Disko upon the death of our town engineers’ mother-in-law.
The meeting was adjourned at 8:10 p.m.
