Minutes of the September 17, 2009

The regular meeting of the Board of Health was called to order at 7:00 pm. by President Randy Moscaritolo who announced that the meeting was being held in conformance with the Open Public Meeting Act.� Sunshine law was read.

On roll call the following members responded as follows:

Health Officer Ferraioli was present for this evenings meeting.�

A motion was made by Commissioner Pentz and seconded by Commissioner Neuhauser to accept the regular minutes of the previous meeting.� All in favor.

The monthly reports were discussed, approved and carried on motion by Commissioner Neuhauser and seconded by Commissioner Lee.� All in favor.

The monthly income and expenses for August: Income-$640.50 and Expenses-$3,227.91

A motion was then made by Commissioner Pentz and seconded by Vice President Gabriel to approve the finance report and pay the current bills.� Motion carried on roll call as follows:

Correspondence:�

The letter of resignation by Dr. Pugliese was discussed and accepted. Health Officer Ferraioli suggested a letter of appreciation be sent to Dr. Pugliese for his service.� President Moscaritolo stated he had spoken to REHS Grady about the letter of appreciation.

Health Officer Ferraioli stated the clinic will be on the 30th and Dr. Agresti will be in attendance.

Health Officer Ferraioli also stated that he is hoping that the flu vaccine will be in our possession by the 22nd of this month.� It is a little late in getting here but we should be ok.

The letter to Mr. Hershey regarding the Pandemic Flu Response in schools was discussed.� Health Officer Ferraioli stated the purpose of the letter was to get the school to submit the attached form.�

The form give us the opportunity know who will be at high risk.� The vaccine will be delivered to us by mid-October according to the CDC. The amount of vaccine will not be enough to do everyone that we need to do; at least in the first tier of those who are at high risk; such as pregnant women, caregivers of children under 6 months of age, those with underlying medical conditions mainly in children. The population most susceptible is 6 months to 24 years with underlying medical conditions.� Between the two communities we should receive about 3,100 doses.� Of the 3,100 doses we are looking at 1,200 � 1,500 will be used primarily for those at the highest risk between the two communities.��� The rest of the vaccine we will use for that group that is in the 1st tier but after that we will not have any more vaccine to distribute. �So what we are looking to do is spread it over the next 2 weeks so that we will have the next dose to come in and we can go on and do the rest of the community.� We are looking to provide the shots first in the schools and then when we have the at risk population done and we have enough vaccine we are going to open it up to the entire community. We will be doing the inoculations at the high school on Saturday and Sundays.

There was a brief discussion about the Novel Flu Memorandum from Health Officer Ferraioli.� The Local Source will have information concerning the H1N1.

The Vital Statistic Audit Results were discussed.��

New Business:

Seasonal Flu Clinic was discussed briefly.

Old Business: �

Novel A/H1N1 Flu Strain was briefly discussed.

The Rabies Clinic will be held on Sunday, October 4th at the Fire Department from 10-1 pm.�

The Health Fair will be held on Saturday, September 26th.� Commissioner Pentz stated the balance of the Health Fair account is $21,365.79.� The total donations for this year are $3,875.00.� Last years donations were $3,725.00.� Also, any member that would like do get their blood work done should be there at 8 a.m.�� REHS Grady would also like a list of board members who plan on attending the Health Fair.� �REHS Grady forgot to call the school so she is extending the deadline to the 24th.� We are not meeting on Monday night because we will not have anything to read. Thursday is back to school night, therefore, the committee will have to meet Friday night.� Commissioner Neuhauser stated she has lined up the volunteers.� Also, Commissioner Neuhauser asked the Police Chief to get the sign that is used for the carnivals.� He did get it.�

Contract approvals were discussed.� Health Officer Ferraioli suggested that President Moscaritolo read all of the contracts and then approve them one by one.� The Township of Union Contract which would be the Health Officers� Services for the Borough of Kenilworth; the Union Child Health Clinic, the TB/UMDNJ thru Union; TB/CHCV thru Union; the Health Maintenance Agreement with Holy Redeemer Home Care; the STD Contract with Elizabeth.� President Moscaritolo stated those are the six contracts that are in the packet.� He then asked HO F is there were any changes in the contracts.� Health Officer Ferraioli stated the contract with UMDNJ may have gone down because the numbers have gone down.� The STD Contract has gone up.

A motion was then made by Vice President Gabriel and seconded by Commissioner Pentz to accept the contracts.� Motion carried on roll call as follows:

Commissioners Report:�

Commissioner Neuhauser stated Umberto�s doesn�t have a screen on back door.� Health Officer Ferraioli stated he would have REHS Grady check on the situation and issue a NOV if necessary.

A motion was made by Commissioner Neuhauser and seconded by Commissioner Pentz to adjourn the meeting at 7:46 p.m.
