REGULAR MEETING OF THE MAYOR AND COUNCIL HELD ON WEDNESDAY EVENING, OCTOBER 23, 2002.� MAYOR MICHAEL TRIPODI PRESIDED. ROLL CALLRoll Call at 8:00 P.M. showed the following Council Members present:� Carmela Colosimo, Gregg David, Kathi Fiamingo, Ed Galasso, and Robert Taylor.� Councilman Richard Falcetano was absent. Mayor Tripodi read the requirements of the Open Public Meetings Act. The Salute to the Flag was led by Mayor Tripodi. MINUTESIt was moved by Colosimo, seconded by Galasso and carried, that the minutes of the Work Session Meeting of October 8th and the Regular Meeting of October 9, 2002 be dispensed with and approved as submitted.� (Copies furnished each Council Member prior to the meeting.) of Adjustment on October 24, 2002 for an application for a change of use at 740 West Colfax Avenue.�
Borough Attorney to attend a meeting of municipalities affected by the proposed����� reactivation of the rail line.� Meeting scheduled for Saturday, October 26, 2002 at� 9:00 A.M. at Roselle Park Borough Hall. REPORTS
It was moved by Fiamingo, seconded by Taylor and carried that the above communications be received and filed and any money amounts indicated be spread over the minutes. REPORT OF COMMITTEESMAYOR�S REPORT Mayor Tripodi thanked all who helped with the Octoberfest as it was a big success and a great day for the residents of Kenilworth.� He announced that the Pride in Kenilworth Committee will be holding their 3rd annual Halloween House Decorating Contest and the judging will be done this weekend.� He said they will pick one winner from each district and if you were a winner last year, you will not be eligible.� Mayor Tripodi announced that the Knights of Columbus will be holding a Halloween Party on October 31st at the hall from 5:00 P.M. to 9:00 P.M.� There will be free food, music, games and prizes and they are hoping this will serve as a safe alternative to having the children out on the streets.� Mayor Tripodi also announced that he will be attending the meeting at Roselle Park on Saturday morning regarding the reactivation of the rail line and invited all interested residents to attend. DEPARTMENT OF FINANCECouncilwoman Fiamingo reported that they will be adopting a purchasing procedure this evening which will make the process more uniform.� She said Borough Engineer Mike Disko will be presenting the Community Development proposals at the meeting on November 13th which is the same night as the second reading of the salary ordinance. DEPARTMENT OF PUBLIC WORKSCouncilwoman Colosimo announced that she is in receipt of a status report from Borough Engineer Mike Disko, which includes the streetscape project.� She noted that the landscaping has been done in front of Borough Hall and said it looks very nice.� Councilwoman Colosimo said the library parking lot has been completed and they discussed the repair of the ramp at the Work Session meeting last night.� She noted that work is being done to the cupola now and bids will be taken for the reconstruction of Sheridan Ave on November 7th, adding that a grant has been received from NJ DOT for this.� She also said the pumping station on North 15th Street should be done in 2 weeks.� Bids have been received for sanitary sewers and the fuel pump at the DPW should be completed soon.� She then read the following letter into the minutes: ����������� Dear Dave: ��������������� On behalf of the Kenilworth Municipal Alliance I would like to thank you for your donation of a new banner for Red Ribbon Week.� The banner will be prominently displayed in front of Borough Hall during�� Red Ribbon Week. Hedy Lipke, Borough Clerk's Office Councilwoman Colosimo explained that there is a new banner hanging in front of Borough Hall and Dave from Sign-A-Rama was kind enough to donate a new one since our old one was tattered and torn. Mayor Tripodi acknowledged her efforts in making Red Ribbon Week a success, beginning with the annual Red Ribbon Relay.� He also acknowledged the efforts of Michelle DeRocco. Councilwoman Colosimo thanked Mayor Tripodi and Councilman Taylor for participating in the relay, along with Michelle DeRocco who did a lot of work. REPORT OF COMMITTEES (CONT.) DEPARTMENT OF PUBLIC SAFETY Councilman Galasso reported �progress�. DEPARTMENT OF PLANNING, ZONING AND ORDINANCESCouncilman David announced that tomorrow is the October Planning Board meeting and he will be attending.� He also announced that the Kenilworth Historical Society will be holding a Murder Mystery Dinner on November 2, 2002 at 6:00 P.M. at the Kenilworth Inn, and admission is $40. Tickets are available at the Kenilworth Public Library and Perq-up. DEPARTMENT OF HEALTH, EDUCATION AND WELFARECouncilman Taylor said the Library Board is recommending that the Library ramp be repaired and while the bids have expired, this will go out to quote.� He said they have also requested that the� ramp be inspected for safety for the time period between now and when it does get repaired.� Councilman Taylor announced that the Council has provided for the Sanitarian to provide for a canvass of dogs and cats licensed in the Borough and will look into having the Sanitarian take over the duties of Dog Warden for next year. CONSENT AGENDAResolutions No. 1 through No. 6 are listed under Consent Agenda and will be enacted by one motion in the form listed below.� All items will be recorded individually in full in the minutes. Council Member Fiamingo moved that all items under Consent Agenda be approved, seconded by Council Member Galasso.� Upon roll call the vote was unanimous. RESOLUTION NO. 1Be It Hereby Resolved:�� That all bills be paid when properly audited and funds are available. RESOLUTION NO. 2Be It Hereby Resolved:�� That the Borough Clerk be authorized to issue the following Raffle License:� #766 � To the David Brearley Middle/High School PTO for two On-Premise 50/50�s to be held on November 16, 2002.
