SPECIAL MEETING OF THE MAYOR AND COUNCIL OF THE BOROUGH OF KENILWORTH� HELD ON WEDNESDAY, AUGUST 10, 2005.� MAYOR GREGG DAVID PRESIDED. Roll Call at 7:30 P.M. showed the following Council Members present:�� Carmela Colosimo, Peter Corvelli, Alan Jankunas, Fred Soos, and Robert Taylor. Ed Galasso was absent. Mayor David read the requirements of the Open Public Meetings Act. The Salute to the Flag was led by Mayor David. 2005 BUDGET AMENDMENT HEARINGBob Swisher, Borough Auditor, the budget was introduced at 13.4 points with cuts, state aid and use of surplus was reduced to 7.9 points. Mayor David opened the meeting to the public. No one desiring to be heard, the meeting was closed. RESOLUTION NO. 1Introduced by Corvelli who also moved its adoption. Be It Hereby Resolved:�� By the Mayor and Council of the Borough of Kenilworth, County of Union, the budget herein before set forth is hereby adopted and shall constitute an appropriation for the purposes of� the sums therein as set forth as appropriations, and authorization of the amount of $7,022,220.52. Seconded by Soos and on roll call Colosimo, Corvelli, Taylor and Soos - �Yes�.� Jankunas voted �No�. GENERAL BUSINESSMayor David questioned Councilman Jankunas� vote on the budget. Councilman Jankunas stated he wasn�t comfortable using the surplus and preferred more cuts instead. Councilwoman Colosimo asked the Auditor how much surplus was available. GENERAL BUSINESS (CONT) Bob Swisher answered the Borough is left with a healthy amount of $1,160,000.00 which was why we didn�t qualify for extraordinary aid. Councilwoman Colosimo asked what was the average amount of surplus used in previous years. Bob Swisher said the average range is 50 to 58 %. Mayor David asked Councilman Jankunas if he preferred the tax rate higher while using less surplus. Councilman Jankunas preferred making cuts proposed by Councilman Soos.� Councilman Jankunas asked where the homeland security aid was being applied. Councilman Corvelli stated that the aid was to alleviate the tax increase. Councilman Taylor questioned why he voted for the resolution to amend the budget and use the surplus. Councilman Jankunas stated he did agree with the resolution. Councilman Soos stated that his proposed cuts were made. Bob Swisher said there were not enough places to cut in the budget that would alleviate the rate. Councilman Soos stated that for the record Councilman Galasso has been absent for some very important meetings. Councilman Corvelli thanked the Auditor and Finance Officer for their help with the budget. Councilwoman Colosimo also thanked the Finance Committee for lowering the budget.� Our surplus is extra funds that we can use to alleviate the burden on our tax payers. MEETING OPEN TO THE PUBLICNo one desiring to be heard, the meeting was closed to the public. Harvey Fruchter said he will prepare a resolution for the retention of the mediator for the Rescue Squad issues. RESOLUTION NO. 2Introduced by Colosimo who also moved its adoption. Be It Hereby Resolved:�� That Attorney Barr be retained as the mediator for the Rescue Squad issues at a rate not to exceed $100 per hour with immediate action to be taken in this matter. Seconded by Soos and on roll call unanimously carried.
